Fuel Assistance Program (LIHEAP) for winter 2009-2010

The Low-Income Home Energy Assistance Program (LIHEAP) provides financial assistance for heating and utility expenses to elderly, handicapped and low-income residents. 

Fuel Assistance benefits from $150 to $1,125 may be available to homeowners or renters during the winter heating season.  Eligibility and benefit amounts are determined by GROSS household income, household size, and annual heating costs.  Income is usually counted for the 30 day period prior to the appointment date.

Fuel Assistance benefits are a grant and do not have to be paid back.  The Fuel Assistance Program MAY PAY your rent up to the benefit amount if the heat is included in the rent and your rent is not subsidized.  Subsidized tenants who pay their own heat should qualify for a benefit.

Weatherization Assistance Program
              . . . increase energy efficiency of your home and reduce household energy costs.

Designed to apply energy conservation measures such as:
FEMA Energy Assistance
Households whose energy needs cannot be met under the State's Low-Income Energy Assistance Program (LIHEAP) may apply for FEMA Energy Assistance.  Funding availability is limited.

Utility payments may be provided, but are restricted to one month's costs, and only once during a program period.  This program can also pay for a minimum delivery of renewable fuels on a one-time emergency basis.

Heating Repair or Replacement Project
Services available to make energy saving improvements, such as emergency heating system repair or replacement (when funds are available). These services are available to low-income, elderly and handicapped.

NH Assist @ Home
Designed to help utility (electric) customers lower their operating costs by installing energy conservation measures such as:
.  Insulation
.  Air sealing
.  Thermostats
.  Hot water saving devices
.  Baseload conservation

This program is available to residential customers with permanently installed electric heat.  The NH utilities will pay for the home's evaluation and the installation of recommended energy conservation measures.  A co-payment will be required from customers who are not low-income.



Neighbor Helping Neighbor
Provides funds for utility energy assistance (electric or natural gas) to individuals who are experiencing hardships, have disconnects pending, and are ineligible for help from the Fuel Assistance Program.  To apply, contact Southern New Hampshire Services.

Senior Energy Assistance Program (SEAS)
SEAS provides energy assistance funds in an amount of up to $270 per elderly household for individuals, 60 years of age or older, over income under the Low-Income Home Energy Assistance Program (LIHEAP).

This program secures and maintains maximum independence and dignity in a home environment for elderly individuals capable of self-care with appropriate supportive services.



Homeless Prevention
Short term assistance to families who have utility arrearages, have received eviction or utility termination notices and are at imminent risk of becoming homeless.

Family Emergency Loan Program
This program, generously funded by St. Mary's Bank and Bellwether Credit Union, provides participants with emergency assistance loans.  St. Mary's will accept applications from clients in Manchester & surrounding towns, which also includes Nashua.  The loan cannot exceed $1,000, and is payable within an 18 month period.  Bellwether Credit Union only accepts applications for loans up to $500 from clients in Hillsborough County.  Please call any Fuel Assistance Intake Office for additional information or an appointment.

    Electric Assistance Program
The Electric Assistance Program provides qualifying PSNH customers with a discount on their monthly electric bill and applications are taken year round .
