This program is done at no cost to the client. Eligibility is determined by income (with priority given to the elderly, handicapped and families with young children).

Senior Energy Assistance Program (SEAS)
SEAS provides energy assistance funds in an amount of up to $270 per elderly household for individuals, 60 years of age or older, over income under the Low-Income Home Energy Assistance Program (LIHEAP).
This program secures and maintains maximum independence and dignity in a home environment for elderly individuals capable of self-care with appropriate supportive services.
St. Mary's Bank Family Emergency Loan Program
The Telephone Credit Union of N. H. has joined St. Mary's Bank in offering clients a $500 Family Emergency Loan. While St Mary's served the Greater Manchester Area, the Telephone Credit Union is available to all residents of Hillsboro County.
The Fuel Assistance Staff takes the applications and forwards them to the participating banks. The bank officers will make the decision whether or not to give the loan to the client. The bank staff will make that determination based on the application and the client's credit report. Standard income rations will not apply and temporary unemployment or derogatory credit will not preclude the applicant from consideration. However, applicants must show reasonable capacity and a willingness to repay the loan in a timely fashion.
Permissible use of funds are for fuel and utility bills; emergency heating system or home repairs; emergency medical or dental care; transportations needs, auto repairs or auto insurance; utility or rental deposits to establish basic services and community disaster relief such as funds to assist fire or flood victims.
Over the years, this type of program has helped both participating clients and employees in not only assisting them with an emergency need but also establishing a positive relationship with a financial institution. This has helped recipients of these loans go on to receive other loans once their original obligation was met. Some have received auto loans, mortgages, or student loans in the past.

Fuel Assistance Program (LIHEAP) for winter 2007-2008

Applications for the winter 2008-2009 will be begin July 1st for priority families.
The Low-Income Home Energy Assistance Program (LIHEAP) provides financial assistance for heating and utility expenses to elderly, handicapped and low-income residents. The Electric Assistance Program provides qualifying PSNH customers with a discount on their monthly electric bill. The discount is based on the household gross income and type of space heating used in the home.

Fuel Assistance Recipients Get Additional Funds
A Supplemental Program for the 07-08 Fuel Assistance Program Year has been approved. The amount of the supplemental benefit is $150 for all eligible products, oil, kerosene, propane. Vendors and the clients who are eligible will be notified by mail.
All the clients who use one of the three fuels mentioned, who pay their own heat and who are at 185% or less of the Federal Poverty Guideline will be eligible.
Clients with their heat included in the rent, those whose income is over 185% of the Federal Poverty Guidelines and those who did not use oil, kerosene or propane to heat their homes are not eligible.
There are adjustments that are made to some types of income.
It is best to apply in person to determine if you are eligible for the program.

. Thorough cleaning, tuning and minor repairs to your heating system
. Health and safety checks on all combustible appliances
. Repairing, caulking and weather stripping doors and windows to reduce air infiltration.
. Instruction of simple techniques that can help you to save on your heating and utility bills.
FEMA Energy Assistance
Households whose energy needs cannot be met under the State's Low-Income Energy Assistance Program (LIHEAP) may apply for FEMA Energy Assistance. Funding availability is limited.
Utility payments may be provided, but are restricted to one month's costs, and only once during a program period. This program can also pay for a minimum delivery of renewable fuels on a one-time emergency basis.
Heating Repair or Replacement Project
Services available to make energy saving improvements, such as emergency heating system repair or replacement (when funds are available). These services are available to low-income, elderly and handicapped.

Homeless Prevention
Short term assistance to families who have utility arrearages, have received eviction or utility termination notices and are at imminent risk of becoming homeless.

NH Assist @ Home
Designed to help utility (electric) customers lower their operating costs by installing energy conservation measures such as:
. Insulation
. Air sealing
. Thermostats
. Hot water saving devices
. Baseload conservation
This program is available to residential customers with permanently installed electric heat. The NH utilities will pay for the home's evaluation and the installation of recommended energy conservation measures. A co-payment will be required from customers who are not low-income.
Neighbor Helping Neighbor
Provides funds for utility energy assistance (electric or natural gas) to needy individuals who are experiencing hardships, have disconnects pending, and are ineligible for help from the Fuel Assistance Program.
